Excerpt: SACRAMENTO - By a 22-14 margin, a bill to exempt a proposed NFL stadium in Industry from state environmental law earned approval Wednesday in the California state Senate.

The special legislative session, covened Wednesday to deal with pressing state matters, began weighing the bill late in the day while Senate President Pro Tem Darrell Steinberg hung on to the hope of raching a settlement in the project's legal challenge.
